HOCKEY LEAGUE CONSTITUTION

NAME AND LOCATION

1.      The name of the league shall be 17 WG Winnipeg Hockey League (17 WG NHL).

2.      F&S Centre will allocate arenas for 17 WG NHL and play-off games.

AIM

3.      The aim of the 17 WG NHL is to promote physical fitness, good fellowship, athletic development and sportsmanship while playing a competitive brand of hockey.

AFFILIATION

4.      The 17 WG NHL shall play IAW the Canadian Amateur Hockey Association with the exceptions listed in the By-Laws.

5.      Membership in the 17 WG NHL shall be open to all Military Regular Members, Reserves Classes B, C and DND employees.

EXECUTIVE

6.      The Executive of the 17 WG NHL will consist of:

  1. Sports Coordinator-shall preside over the league meetings and shall conduct the general supervision and direction of all business pertaining to the 17 WG NHL.

  1. President-who shall assist the Sports Coordinator regarding the general supervision and the overall business of the NHL. He will also be a member of the Jury of Appeal regarding any disciplinary concerns.

  1. Referee-in-Chief- who shall handle all matters pertaining to the rules and regulations of the 17 WG NHL.  He shall be responsible for the allocation of all officials and submitting wages to the rec centre for payment.  He will also monitor his officials throughout the year.  He shall not be a voting member and will be appointed by the F&S Centre.

MEETINGS

7.      Prior to the beginning of a new season, the F&S Centre shall advertise an organizational meeting.

8.      The Sports Coordinator shall call meetings when deemed necessary.

9.      There shall be a post-season meeting to discuss activities that occurred during the year and to make recommendations for the next season.

10.   The Sports Coordinator, if he deems necessary, may call a meeting of the Executive at the request of any one team.  League meetings will be held at the request of the Sports Coordinator Executive.

VOTING

11.  Only the Executive and one member of each team will vote on matters pertaining to the League.  Constitutional amendment requires a majority vote during a league meeting where a quorum of more than 50% exists.  Player suspensions and disciplinary matters shall be dealt with by the Sports Coordinator who comprises the Disciplinary Committee.  The Referee-in-Chief and/or the on-ice official may be consulted as necessary by the Disciplinary Committee.

FINANCIAL

12.  A fee, to be determined at the annual organizational meeting, shall be assessed to each team to defray the cost of ice rental, awards and officials (referees/timekeepers).  This money shall be collected by the Rec Centre when the team submits their team roster.  All teams shall have paid prior to playing in 17 WGNHL.  Refunds shall only be allowed in circumstances deemed appropriate by the F&S Centre.

13.  Each team shall be assessed a performance bond, the amount to be determined at the annual organizational meeting.

BY-LAWS

14.  The By-laws attached to this constitution describe the rules and regulations of the 17 WG NHL.  Any By-Laws found to be contrary to CFAO 50-3 or CAHA rules shall be deemed invalid except for noted authorized changes.

CONSTITUTION

15.  This Constitution and By-laws supersedes all previous Constitutions and By-Laws prepared and published by the League.

2010-11 BY-LAWS

17 WG WINNIPEG HOCKEY LEAGUE 

EQUIPMENT

1.                    Individuals must provide their own equipment (excluding goaltender equipment.)

2.                    The following equipment shall be worn while participating in the 17WG NHL.

A.                 Helmet with ear protectors and mask both CSA approved:

B.                 shoulder pads:

C.                 elbow pads:

D.                 gloves:

E.                  pants:

F.                  shin pads:

G.                 team sweater:

H.                 socks:

I.                    athletic supporter/cup:

J.                   skates; and

K.                stick.

L.                  goalie throat protector

3.                    The measurement of sticks or any other piece of equipment is not allowed in the 17 WG NHL

TEAM FORMATION

4.                   The League shall be comprised of individual sections entering teams, sections combining to form a team, and individual non-affiliated players can be placed on section teams.  To enter a team as a section, a minimum of 16 (max 25) skaters will be required on the team roster at the beginning of the season.  Typed rosters must be submitted to the Rec Centre before the first game of the regular season.

5.                    All players, not affiliated with a section team, should forward their names to the Rec Center prior to the start of the season with the exception of personnel posted in, on coarse etc., who will be dealt with on an individual basis by the Sports Coordinator.

6.             Teams will not be allowed to draft players from other than their respective sections unless approved by the Sports Coordinator. Approval will be given only after valid substantiation.

ELIGIBILITY OF PLAYERS

7.             Only players entered on the team roster at the beginning of the season will be deemed eligible (Special circumstances to be handled by the Executive Committee). All players must have paid their entry fees to play. Teams dressing ineligible players will lose their performance bonds (see Para 11) and will be subject to an additional bond for re-entry into the League.

LEAGUE FORMAT

8.                    To promote fair play, teams will be placed in one of two divisions based upon the standings after a single round robin:

9.                    After one round robin of play, the top team(s) in any given division except for the A Division maybe moved up a division and the bottom team(s) moved down. This will be done until the Executive Committee decides that the competition in all the Divisions is fair. Each team plays against other teams in their respective divisions for the entire season unless “moved” by the Executive Committee.

10.                 Teams unable to play a scheduled game MUST NOTIFY the opposing team rep/coach/manager, and the Sports Coordinator 24 Hours prior to the start of the game. It is the responsibility of the notified rep/coach/manager to ENSURE that all of his or her team players are aware of the cancellation. The sports coordinator will rule on any re-entry into the 17 WGNHL after 2 forfeitures.

NOTE: In the event of cancelled games i.e. BDF, military commitments, both teams will receive a point (tie). No games will be replayed. The ice may be used by a team for practice with advanced notice. Ice rental will be cancelled if a team does not give advanced notice of their intention to use the ice time due to the opposing team forfeiting.

11.                 Teams will forfeit their games for using ineligible players and a score of one to zero will be recorded.

PLAY-OFFS

12.          To be determined by the sports coordinator prior to the end of the season. For a player to be eligible for the play-offs, he or she must be on the team roster and have played a minimum of five regular season games or receive a ruling on eligibility by the Sports Coordinator.

GAME TIMINGS

13.           All games will be played on time and at the place designated in the schedule.

A regular season game shall consist of 55 minutes straight time, followed by a two –minute stop time with five minutes remaining. The clock will be re-set to two minutes and the period will continue as stop-time. Each team will be allowed one 30 second time out per game. There will be no overtime periods allowed in regular season play. All games must start on time due to limited ice time availability. Penalties in these periods will be of the following lengths:

Play-Off Tie Breakers – After regulation time if the game remains in a tie, a (5) five-minute sudden death overtime will be played. If score remains tied a (5) five-player shoot out will occur. The team with the most goals after the shoot out will be declared the winner by 1 goal recorded on the final score. If after the shoot out the score remains tied, a sudden death shoot out will occur until a winner is decided. Players that have already participated in the 5 man shoot out will not be allowed to shoot again until every player on the team has had an attempt. Only when everyone on the team has shot once will a player be eligible to have a second attempt.

14.          Should one team be unable to ice a team of  (7) players (including a goaltender),

There will be a ten-minute grace period and then the game shall be forfeited with a score of one to zero being recorded. Officials do not have to remain on the ice after forfeiture.

Note: Pick up of players during play-offs.  After approval from the Sports Coordinator, teams may pick up players to ice a team but player(s) must be from lower division, and also a team may not pick up more than the minimum required number ex: a team has five players including a goaltender but need two more to ice a team. The team may pick up (2) two players to play only, to equal the required (7) seven needed.

15.          After the start of the game a team will be permitted to play with less than seven skaters. A goalie will have to be dressed at all times.

GOALTENDER

16.           If a team is unable to have its regular goalie(s) in attendance for any game,

providing the goalie(s) is absent for valid reasons, the team may use a goalie from one of the remaining teams or other eligible substitutes. There will be a goaltender spare list sent out to all the team representatives as soon as we receive the nominal rolls for all the teams.

17.          Teams may be given sufficient time to dress a spare goalie if the starting goalie is

injured and no back up exists. If insufficient time remains, they may play with the goalie “pulled”. The referee will decide in these matters, in consultation with the team reps/ captains.

18.           If a team is unable to ice a goalie by the end of the (10) ten-minute grace period of

Para (13), they will automatically forfeit the game and a score of one to zero be recorded. Officials do not have to remain on the ice after forfeiture.

RULES

19.           The rules of this constitution and By-Laws shall be adhered to at all times by all league players and personnel.

20.          Ref B and successive editions thereof shall govern play with the following additions: 

a.             a minor or major penalty shall be assessed to any player who intentionally body checks an opponent.

Note: Body-checking is defined as executing a deliberate motion to bring the

body into contact with an opponent to gain an advantage in play. This rule is intended to prevent injury because of the varying level of skill and ability of players in the league. This rule shall be strictly enforced and will depend upon the referees’ judgement of action taking place.

b.             any player(s) incurring a total of (3) three (minor and/ or major) penalties

during the same game shall be ejected from the game. Furthermore, if the referee feels that further disciplinary action is required a game misconduct will be assessed to the player(s) and a written report submitted to the Sports Coordinator and Referee in Chief. If a player receives a game misconduct in the last 10 minutes of a game, he or she will receive an automatic 1 game suspension. If a player is assessed a second misconduct during the season or play-offs, he or she will receive a 3 game suspension. On a third infraction of a game misconduct or match penalty, the player will be suspended for the remainder of the season and or play-offs. Any player(s) receiving a gross misconduct will receive an automatic 3 game suspension.

c.             any player(s) receiving a game misconduct for fighting will be assessed an automatic 5 game suspension or more as deemed appropriate by the Disciplinary Committee. Continual offenders will be brought before the Disciplinary Committee and dealt with separately

d.             all players shall wear CSA approved helmets, full CSA approved facial protectors without modifications and properly fastened;

e.             protective equipment as outlined in Para (2) is mandatory. When it has been brought to the attention of the on-ice officials by an opposing player, that a player is NOT wearing an item listed in Para (2), he or she shall challenge the player. If it is determined that the player indeed is not wearing a required item of protective equipment, he or she shall be ordered to the dressing room to obtain the equipment prior to returning to the game – no penalty assessed. If in the same game the player returns without the protective equipment and participates in the play, the referee shall stop play immediately and assess a gross misconduct under CAHA Rule 33 b; and

f.              the disciplinary Committee will legislate on any other disciplinary action as deemed necessary. 

PROTESTS

21.           If during a game, a team feels it has a legitimate cause to protest, the following steps will be taken:

a.             protests and all evidence in support thereof must be submitted in writing and signed by the coach or manager no later than the next working day following a game;

b.            protests shall be accompanied with a $25.00 fee. This fee is refundable if the protest is won, payable to 17 Wing Fund; and

c.             protests will not be accepted for considerations over a referee’s decision as to fact, such as scoring of goals, off sides, and similar referee decisions. 

TEAM CAPTAINS

22.          Teams must designate a Captain and two Alternates for each game. These players must be clearly identified on the game sheet, and on the ice by the use of the letters C and A on their jerseys.

REFEREES' REPORTS

23.          Referees’ game reports shall be submitted by the referees to the Rec Centre the same day of the game. Referees will write a narrative on the game sheet for all penalties other than routine, minor, major or misconduct penalties. Game misconduct and match penalties are to be reported by phone to the Sports Coordinator or his representatives immediately after the game and to the Referee in Chief as soon as possible after the game.

GAME SHEETS

24.          Team reps will be responsible to provide a typewritten list of players and their

numbers to the timekeeper before each game. Those players in attendance for that particular game shall be checked off.
